Trail Policy Issues:
State DNR Trails

Department of Natural Resources Trails Policy - HHC endorsed elements:

  • Support the present policies of single-use trails in place in most state facilities for all users.
  • Allow Mountain Bike Use of state forest service roads or other areas that can be properly machine-maintained. Do not allow mountain bikes on hiking trails.
  • Keep Off-Road Vehicles off trails, except for the handicapped in special areas. Only paving could protect forest trails from the erosive effects of these vehicles. The new industry doublespeak name for ORVs is "Off-Hiway Vehicles," to give a greater semblance of legitimacy to the propaganda to give them admittance to forest trails.
